It's not ugly. Just dreary and bleak, but I'm guessing you wanted it that way. You do get your point across by the focus on the bearded man in the foreground and the soldier searching for him highlighted by the whitish light coming from the left.
The only thing I would say needs work is that it would look even better with more distinct shading and lighting.
Other than that, this is nice.
